The Bill: A drug addict is sealed off in a block of flats and holding two hostages. D.C. Dashwood talks to one of his snouts to find out the name of the man. P.C. Garfield leaves a mobile phone outside the flat for the hostage taker, and W.P.C. Ackland calls it to try to negotiate with him. Ch. Insp. Conway negotiates for permission to shoot the man should all other options fail.
